This marks a reunion between Higuchi and Kusanagi, who previously collaborated on Doomsday: The Sinking of Japan. The production received special cooperation from the East Japan Railway Company, allowing the use of actual Shinkansen trains and railway facilities. These live-action elements were combined with visual effects to depict the unfolding crisis aboard the train.

In Bullet Train Explosion, the general control center receives an alarming phone call from an anonymous source claiming a bomb has been planted on the Hayabusa No. 60 bullet train en route to Tokyo. The explosive is said to detonate if the train's speed falls below 100 kilometers per hour. With a demand of 100 billion yen for deactivation, railway officials are thrown into a high-stakes race against time to stop the catastrophe as the train speeds ahead with lives hanging in the balance.
